Do you think Eevee is a cat?
I certainly think it is! They do look like and act like dogs, but they are cat-sized and have cat-like structures too. Though some street cats do have such behaviors, so does street dogs with cat-like behaviors.
Though, the closest real-world species you can see Eevee as, is not fennec foxes, but brown hyena cubs.
